Entitled room rate
Each pay level carries its own entitled base rate per night, GST exclusive, as promulgated by the Govt of India. Where a stay sits above that rate the difference is shown as a top-up before you pay.
Food charges
A daily food entitlement applies alongside the room rate and is GST inclusive. It covers breakfast and one major meal, and is invoiced as a separate line item so it can be claimed separately.
Occupancy
Pay levels 12 and above are entitled on single occupancy. At pay levels 9 to 11 a 5-star stay is entitled on double occupancy, while 4-star and 3-star stays are single occupancy.
GST and invoicing
The hotel GSTIN appears on the invoice, with room and food as separate line items and the GST rate and amount stated separately, which is what a reimbursement claim needs.

About staying in Shimla
Shimla works best when the hotel is matched to the trip, not chosen only by the lowest rate. The destination is a steep colonial hill city where walkability, parking restrictions and distance from the pedestrian Mall Road materially affect a stay, bringing together cool-weather breaks, viewpoints and outdoor trips in different parts of the city or region.
For most first-time visits, Mall Road, The Ridge and Lakkar Bazaar provide useful starting points. Chotta Shimla suits plans focused on that corridor, while Kufri and Mashobra can reduce the journey to outer attractions or transport links.
Expect a mix of guesthouses, budget hotels, family-run properties and full-service stays. Compare the payable total, room occupancy, location and refund rules using current inventory; an editorial starting price would become stale quickly.
